that might not give you a manufacturer, my bike is a custom the v.i.n. is an Arizona asighned number because I used Delkron cases and an Atlas frame. There is no manufacturer.I have ALL the receipts from the build in case I ever sell it.

Call the Highway Patrol, you will have to B.S. a little.
Tell them you are considering buying the bike and you are attempting to verify the title as clear and that there is no history of theft associated with the VIN.
